[Today's Prayer] China creating AI for Korean, Uyghur, and Tibetan languages… “To enforce internet censorship”

The Australian think tank has warned that the Chinese government is developing artificial intelligence (AI) models based on minority languages, including Korean used by ethnic Koreans (Joseonjok), as well as Uyghur and Tibetan, to monitor and control minority public opinion. AI created by China may be distributed abroad along the Belt and Road Initiative (China’s westward expansion strategy), potentially affecting Korean speakers outside of China as well.

The Australian Strategic Policy Institute (ASPI) stated this in its report titled “The Communist Party’s AI: How China’s New AI Systems Are Reshaping Human Rights,” published on the 1st (local time). The report said, “The Chinese Communist Party is developing LLM-based public opinion analysis systems for minority languages used within China, such as Korean, Uyghur, Tibetan, and Mongolian,” adding, “The purpose is to monitor and control communication conducted in these languages.”

In 2023, China’s Ministry of Education established the “National Key Laboratory for Intelligent Analysis and Security Governance of Ethnic Languages” at Minzu University of China (MUC). This is one of the research institutes developing censorship systems for minority languages with support from the Chinese government. The laboratory states on its website that it was established “for national stability and ethnic unity.” Its main research fields include developing LLMs based on Korean, Uyghur, Tibetan, and Mongolian to build systems for analyzing public opinion and online security in minority communities.

According to the laboratory’s website, researchers there collect internet information from regions and countries where Koreans, Uyghurs, Tibetans, and Mongolians reside, and extract meaning from text, audio, video, and emojis posted by users. Based on this, their ultimate goal is to build a “Public Opinion Prevention and Control Platform.” The laboratory claims that it has already developed large-scale knowledge databases in more than ten minority languages.

China is home to various minority groups, including the 1.7 million ethnic Koreans, 12 million Uyghurs, 6 million Tibetans, and 6 million Mongolians. These minority languages have long existed as a kind of blind spot for the Chinese government. The report said, “Because the population using minority languages is very small compared to China’s total population of 1.4 billion, commercial AI systems, including DeepSeek, have poor capability in these languages.”

We hear that the purpose is to use systems analyzing the minority languages within China to monitor and control communication carried out in these languages.

We see that Chinese minorities, who have long been discriminated against and oppressed by the Chinese government, are now at risk of being even more tightly oppressed and monitored through the development of language-based artificial intelligence.

Lord, though the world does not pay attention to them and no one listens to their pain, we desire to pray and serve together for these peoples.

We hope that the minorities in China will no longer be bound under hurt and oppression, but will rise up through the Lord’s love and the gospel.

The world and human desires pass away as people live for personal gain, but You said that the one who does the will of God will live forever.

May the minorities in China place their hope in God alone, live and act according to His Word, and become a people who inherit the eternal kingdom of heaven.

May the minority peoples of China rise up strong and courageous in the Word, not conforming to the world, and walk in victory!
